臺灣籃球裁判專業養成制度之探討

Study of the progress of basketball referee's professional development in Taiwan

本文旨在探討國內籃球裁判專業養成制度之課題，針對國內各級籃球裁判專業養成歷程進行探討，並歸納以下結論：籃球裁判講習會之專業養成課程應隨著等級提昇，從基本的規則、裁判法、記錄台能力增加到臨場實務、判例解釋等，更進階至裁判心理學及球隊技戰術等專業課程，引導全方位學習；培育單位應定期實施「回流教育」，並以筆試及體能檢定做為續證之資格。針對裁判晉升建議年滿18歲即應可報考「C級」，各級證照滿兩年以上方具備升等資格，並設定裁判除役年齡。各級裁判之執法專業應由一般賽事到甲級賽事，以維賽事品質與水準，並除了臨場實務之外，學理基礎亦應重視。建議主管單位能舉辦「分區講習會」、修改「裁判甄試辦法」、律定「裁判除役年齡」與制定「回流教育政策」，以利裁判明確生涯發展之方向，維其良好專業執法之能力。

This article aims to investigate the basketball referees certified programs in Taiwan. The career of basketball officiating is considered as a part-time job in Taiwan, where as most of them were full-time teachers or students. Regarding the referee certified program in Taiwan, with the advance of each basketball referee certified level, the training course should be introduced from basics, such as basketball regulations, rules and ability of scoring, to more advanced, including refereeing psychology, skills and tactics on court. The qualification for the certified program could be lower to age 18, progress each two years and retired in a specific age. The referees of each level should perform basketball game from basics to advance to meet the quality and standard. The referees would not only focus on practical experiences, but also theoretical foundation of basketball rules. This study suggested that competent unit could hold 'District Seminar', revise 'Referee Audition regulation', give a 'specific retirement age', and draft 'continuing education for certification renewal' to give referees a clear direction to facilitate career development and maintain their professional ability to perform basketball games.
