The rules of origin have long been manipulated by Governments from a neutral tool of national customs administration to become a kind of trade barrier. Many governments tend to protect the interests of their domestic industries through the well-designed rules of origin during the negotiations of the preferential trade agreements. We in the paper are trying to explore how the EU fulfills her political and economic purposes through various rules of origin. The nature, types and development of her policy toward the rules of origin will also be studied. Our aim is try to conclude the EU's strategic thinking behind the negotiation on the rules of origin and propose to governments and firms while negotiating or trading with the EU. |
