The Promotion of Indoor Air Quality Management in the High-Technology Industry from a Corporate Social Responsibility Perspective

近年來室內空氣品質（Indoor Air Quality，IAQ）的議題逐漸被國際間重視，政府亦已於2012年11月正式推動「室內空氣品質管理法」，可見其管理之重要性。上班族每天至少有8小時身處於室內辦公空間，若通風不佳、空調不良或未定期檢測IAQ，輕則影響工作效率並造成企業的獲利損失，嚴重時甚至危害到員工的健康與安全。為了善盡企業的社會責任（Corporate Social Responsibility，CSR），全面性的維護員工健康，台積電的公共設施服務部（TSMC-PUSD）已透過參與式研發專案建置完成「健康工作環境管理系統（Healthy Environment Management System，HEMS）」，HEMS是一個可提供員工查詢工作環境IAQ檢測結果與知識、健診衛教與線上測驗的資訊平台，管理者亦可透過統計分析與知識庫來協助例行的診斷與改善活動。台積電領先全球首度將IAQ結合CSR的理念與實踐，不僅讓TSMC-PUSD在健康工作環境議題上成為產業界的管理先驅外，更是公司員工健康工作環境把關的重要守護者。

In recent years, foreign countries have paid attention to the issue of Indoor Air Quality (IAQ) gradually, and in November of 2012, Taiwan government has officially announced 'Indoor Air Quality Act'; therefore, people can realize the importance of the management. Every day, office workers stay in indoor working space for at least eight hours, if the ventilation is poor, bad air conditioning or IAQ has not been detected periodically; when such circumstance is not so serious, it will influence working efficiency and cause business loss of enterprise, when the circumstance is serious, it will even harm health and safety of employees. In order to fulfill the Corporate Social Responsibility (CSR) and entirely protect employees' health, Public Utilities Service Department of Taiwan Semiconductor Manufacturing Company, Ltd. (TSMC-PUSD) has built up Healthy Environment Management System (HEMS) through the participating type of research and development project; HEMS is an information platform that employees can enquire IAQ detecting result of the working surrounding, knowledge, health check-up and education and on-line test, the administer also can make use of statistical analysis and knowledge base to assist the routine diagnosis and improvement activities. TSMC is the first company in the world combining IAQ and CSR concept and implementation, so TSMC-PUSD not only becomes the administrating pioneer in manufacturing field about the issue of healthy working surrounding, but also is the important protector regarding healthy working surrounding for the employees.
