建築物外牆整建因素與管理機制之研究

Research on Factors of External Wall Renovation and Management Mechanism

建築物外牆整建利益關係人存在競合關係，如何了解不同關係人對相關問題的看法，藉以整合出適當的外牆管理機制，達到改善都市環境與市容觀瞻的目的，是本研究所探討一個主要的課題。本研究透過臺北市政府推動建築物整建案例分析，了解目前整建維護的需求與實施情形，再藉由建築師、營造業、公寓大廈管理委員會與主管機關進行深度訪談，並以建築物生命週期之「規劃」、「施工」、「使用」三個構面建立影響關鍵因素與問卷，進行調查分析；依研究結果顯示，建築師著重於外牆之規劃與使用機能、營造業重視工期與安全防護、公寓大廈管理委員會重視整建後使用功能及訂定管理維護規範、公部門則在規劃設計偏重綠色環保建築。因此，政府部門推動外牆整建的管理機制在政策面可採以獎勵補助為誘因，吸引民眾參與；在制度面則可透過建築師、營造業與公寓大廈管理委員會辦理專業簽證負責，透過專業管理，達到提昇外牆整建的整體品質，最後訂定整建完成後的管理、維護與分擔維修經費等法令規範，達到永續使用之目標；相關研究成果可提供政府作為推動整建維護管理機制之參考與建議。

The interested parties involved external wall renovation can be competitors or partners between each other. The major topic explored in this study is to find out how different interested parties think about different related issues in order to develop a suitable external wall management mechanism and, consequently, improve the urban environment and cityscape. This research analyzed existing cases of building renovation and maintenance management mechanisms promoted by Taipei City Government in order to explore the current demand for and implementation of building renovation and maintenance. by the questionnaire survey results, The subjects in this study were composed of architects (Type I), construction companies (Type II), building management committees (Type III) and regulating authorities (Type IV). Through in-depth interviews and literature review, three dimensions of the factors related to the life cycle of buildings were found: planning, construction and use. A questionnaire survey was conducted with questionnaires designed using the fuzzy Delphi method to measure how the subjects thought about the factors of the three dimensions.
