Purpose of this paper is to provide a decision-making framework to our competent authority of national culture and creativity industries. It is hoped that we can help develop our arts and culture effectively in five areas, namely, training and education of personnel, international exchanges, capital and technology, cultural industries, and cultural clusters. Our establishment of this Art Innovation System (AIS) framework was much enlightened by the National Innovation System (NIS), an important tool to analyze contemporary knowledge-based economy. We have studied not only how NIS is used to create, circulate, and apply knowledge among various organizations but also how NIS is utilized in the planning of a country's science and technology systems and the development of traditional industrial policies. We have then made a comparative analysis between the arts and culture industry and the science and technology industry, thus concluding that there are some special features in the arts and culture industry, such as its non-exclusiveness and its low costs in reproduction and transmission. We have further tried to import NIS into the build-up of an appropriate AIS framework, based on which the importance and operations of the above-mentioned five areas are discussed. Again, it is hoped this paper can serve as a good source of reference to our artists, scholars, and the competent authority so as to promote an appropriate use of the national budget on arts and a better environment for the development of our cultural clusters. |
