This study aimed to establish the framework and weights of professional competence indicators for personnel in the field of educational administration. The Delphi method and the analytic hierarchy process were employed with a panel of experts recruited through purposive sampling. The panel consisted of seven academics, seven senior civil servants, and seven junior civil servants. A two-round Delphi questionnaire survey was conducted. In the first round, 3 dimensions and 11 indicators were established; in the second round the weights of the indicators were determined. The results indicated the three dimensions were, in descending order of weight, professional education core competencies, management core competencies, and core value competencies. Among the indicators, laws and policies, had the greatest weight in the dimension of professional education core competencies; analyzing, planning, and decision-making, had the greatest weight in the dimension of management core competencies. Overall, certain indicators were quite similar in their weights. Last, the conclusions and suggestions of this study are offered. |
