日本政府運用「哆啦A夢」的外交戰略－－聚焦哆啦A夢出任動畫文化大使之舉｜Study of Japanese Government's“Doraemon”Diplomacy Strategy: Focusing on Doraemon's Appointment as Anime Cultural Ambassador

日本国政府における「ドラえもん」の外交戦略―ドラえもんアニメ文化大使任用に着目して―

2008年3月19日，日本外務省正式任命電影作品《哆啦A夢哆啦A夢之大雄的恐龍2006》為動畫文化大使。此舉使「哆啦A夢」肩負起在海外促進各國理解日本社會與文化的使命。運用「哆啦A夢」的外交策略究竟成效如何？是否達成最初設定的目標？本文將以動畫文化大使制度的制定背景，以及「哆啦A夢」獲任命後參與的各項活動為素材，對此進行探討。
本文結論指出：動畫文化大使制度本應是促進各國理解日本的機制，但外務省透過啟用海外人氣極高的《哆啦A夢大雄的恐龍2006》電影，實質上只是讓自身的文化外交看似運作順利。

2008年3月19日に、日本の外務省は、「ドラえもんのび太の恐竜2006」という映画作品をアニメ文化大使に任命した。これにより、「ドラえもん」は日本以外の国で、日本社会や文化の理解を促進させるための役割を担うこととなった。このような「ドラえもん」を用いた外交戦略の効果はどのようなものなのであろうか。また、当初の目的を果たせているのであろうか。本稿は、これを明らかにするべく、アニメ文化大使の制度制定経緯や、「ドラえもん」がアニメ文化大使に任命されて以降のイベントなどを素材に検討を行う。
本稿の結論としては、そもそもアニメ文化大使は、諸外国の日本理解の促進のための制度であったはずが、もともと海外で人気の高い「ドラえもん」の映画である「ドラえもんのび太の恐竜2006」を起用することによって、外務省の文化外交がある程度うまくいっているように見せかけているというものであるとする。
On March 19, 2008, Japan's Ministry of Foreign Affairs appointed the film work“Doraemon: Nobita's Dinosaur 2006”as an Anime Cultural Ambassador.
This meant that“Doraemon”would take on the role of promoting understanding of Japanese society and culture in countries outside Japan. What has been the effect of this diplomatic strategy utilizing Doraemon? Has it achieved its original objectives? This paper examines these questions by analyzing the background of the Anime Cultural Ambassador system's establishment and events since Doraemon's appointment.
The conclusion of this paper is that while the Anime Cultural Ambassador system was intended to promote understanding of Japan abroad, the Ministry of Foreign Affairs appears to be using the popularity of Doraemon's film“Doraemon: Nobita's Dinosaur 2006”overseas to make its cultural diplomacy seem somewhat successful.
