On January 1, 2020, the Kaohsiung Chang Gung Hospital commenced the ''2020 Telemedicine Outpatient Program'' in the Taitung, Hualien, and Pingtung Hengchun Districts. This was managed in cooperation with the ''Telemedicine Outpatient Clinic'', and aimed to enhance the capacity of hospital services. This program sought to protect the public's right to medical care, actively promote the hierarchy of medical care, and strengthen primary care capacity, coupled with the gradual completion of the information technology infrastructure. Through this program, the capacity of the hospital's services were increased, potentially elevating its medical resources to the same level as a medical center. In addition, it resolved the imbalance of physician manpower in some specialties. The public has shown an increasing demand for medical care, particularly the elderly population. Through the telemedicine service, the number of ophthalmology and dermatology consultations exceeded the performance targets. This resulted in a dermatology achievement rate of 106.9%, an ophthalmology rate of 110.2%, and a return rate of 90.4%. This compensated for the lack of specialists in Hengchun, and addressed the disparity in healthcare resources between urban and rural areas, the disparity in transportation, and the disparity in accessibility to healthcare services in remote areas. This effectively minimized the disparity between urban and rural medical resources, ensuring the provision of medical care and the protection of community health. |
