This study aims to understand the development of the New Zealand’s National Certificate of Educational Achievement. As the certificate to examine a student’s achievements of the secondary education and to enroll universities in New Zealand, NCEA’s design and implementation are quite complicated. However, due to its sophisticated and strict exercise, NCEA still wins recognition internationally. Therefore, understanding the development of NCEA may serve as a reference for Taiwan to adopt standard-based assessments of student achievement. |
