公職社工師轉任一般行政職務原因之探究

A Study of the Reasons Why Civil Licensed Social Workers Transfer to General Administrative Positions

公職社工師歷經大學4年建構社會工作專業理論知能與工作技巧的養成，並經過專業證照與國家考試的淬鍊，進入社工領域展現專業、發揮並實踐助人的精神，但面對政策的轉變與社會的需求，社工師的角色愈趨多元，也擔任督導角色，其挑戰也隨之增加。本文從文獻整理到個人、組織及人與環境彼此互相影響3個層面來分析並探討影響社工師不繼任督導，卻轉任一般行政職務的因素；以質性研究方法並採立意取樣條件，選取5位受訪對象，透過深度訪談方式，探討受訪者選擇轉任為一般行政職務的關鍵因素與歷程的探究。最後依據研究結果提出4個層面建議包含：一、對社工師個人層面的建議；二、對制度層面的建議；三、對組織層面的建議；四、對社會層面的建議。

The researchers analyzed and discussed the factors affecting social worker transfer from three levels: literature review to individuals, organizations, and the interaction between people and the environment. Using qualitative research methods and intentional sampling conditions, five interviewees were selected and analyzed through In-depth interviews are used to explore the key factors and process of respondents choosing to transfer to general administrative positions. Finally, based on the research results, four levels of recommendations are put forward, and support recommendations are made during the current COVID-19 epidemic: (1) Personal-level suggestions for social workers, (2) System-level suggestions, (3) Organizational-level suggestions, (4) Suggestions on the social level.
