社會安全網下的扎根社區關懷互助：以北海岸社福中心推動福利社區化整合模式之研究為例

Rooted Community Care and Mutual Assistance in Social Safety Net: A Study on Integration of Social Welfare into Community Promoted by North Coast Social Welfare Center

新北市北海岸地區幅員遼闊，中心服務範圍橫跨淡水、三芝、石門、金山與萬里，除了位於中心辦公位址之淡水區外，其他4區在福利服務輸送上，因為距離因素導致服務缺乏即時、可近性，為解決此問題，推動在地之福利社區化整合模式勢在必行。本研究採質性研究方法，以福利社區化為理論基礎，個案工作與方案活動為合作項目，從2011年至今，中心、民間組織與在地單位藉由「計畫、行動、觀察、反思」不斷修正與優化工作模式，建構出福利社區化之短中長期執行策略、策略下之具體作法，不同階段公私部門督導、社工員、社區幹部與志工之角色與任務，此模式之建構經驗，期能在強化社會安全網第二期強調「擴增家庭服務資源，提供可近性服務」、「強化部會網絡布建，拓展公私協力服務」的策略下，提供第一線社會福利服務中心督導、社工員執行公私整合，推動福利社區化服務之參考。

The north coast area in New Taipei City is vast and it covers Tamsui, Sanzhi, Shimen, Jinshan and Wanli district. Except the administrative center Tamsui district, the other four districts are lack of instant and accessible welfare service due to distance factor. To solve this problem, it is necessary to promote integration of social welfare into community. This study adopts qualitative research method. To Achieve integration of social welfare into community, social casework and particular projects are programmed. From 2011 and now on, public and private sector keep revising and optimizing working mode based on“plan, action, observation, and reflection”principle, which is to build up short-term and long-term goals and practical methods of social welfare integration into community. That is also including public and private sector’s supervision of each social worker, community member and volunteer’s work and task.
This experience is to implement the theory of“Increasing family service sources and provide accessible service”and“expanding each sector’s network and public and enhancing private sector’s collaboration”according to social safety net phase 2 program. Above provides the reference of supervision for frontline social welfare center and social workers execution of public and private sources in order to achieve the integration of social welfare in to community.
