Taiwan Food and Drug Administration formulated the“Food Business Operators Proactive Notification Operation Procedure”in 2018, which provides guidance for food business operators to report product to health bureaus of jurisdiction through the food and drug industry login platform when their products are found non-compliant in quality control or with regulations, and health bureaus will arrange inspections based on the hazard level of the products. Food recall mechanism is quite common internationally, European Union, the United States, Canada, New Zealand and Australia, countries in Asia, all of them have similar systems, of which allowing the competent authorities to quickly grasp food safety risk incidents across the country, and at the same time, it can appropriately allocate inspectors based on the severity of the cases. Reviewing the food recall mechanisms and guidelines in various countries, most of them emphasize the importance of operators to quickly grasp the flow and quantity of their problematic products, assess the risk level of the event, and proactively report to the local health authorities, and the government agencies will verify the accuracy of the information and publish on official website. They also require operators to formulate their own recall plans, conduct regular recall simulation exercises and proactively report operations annually. Through this comparative analysis, we provide directions that our country can learn from international food report systems. |
