OGSM管理工具於降低某醫學中心之個人防護裝備缺料問題之應用

Application of OGSM Management Tool in Reducing Personal Protective Equipment Shortages at a Medical Center

COVID-19期間高雄市衛生局對於醫療院所的個人防護裝備儲存量，從智慧防疫物資管理資訊系統上基準量的2倍上調至5倍，對於醫療院所來說，疫情已經造成市面上物資供應不給，又需要配合地方主管機關要求，又再加上醫院內儲存空間不足等各項挑戰，要如何在短期迅速達成院內共識，有共同目標，完成提高儲存量以降低缺料風險，實屬不易。本研究透過一頁式計劃表（OGSM）的方法，透過簡單、清楚與具體的方式，將最終目的（Objective），具體目標（Goal）、可執行策略（Strategy）、策略檢核（Measure），縮短醫院內上對下的溝通、平行間的討論；省略過去整個企劃案的推動，厚達數十頁的計畫，取而代之的是簡單明瞭與一目瞭然的計畫表。透過全醫院各單位定時回報個人防疫物資的儲存量，並透過129次一頁式計劃表的呈現於首長群組中，節省許多口頭說明與會議呈現之寶貴時間，讓全院各單位同仁，進而全心投入防疫工作。

During COVID-19, the Department of Health Kaohsiung City Government increased the storage capacity of personal protective equipment for medical institutions from 2 to 5 times the benchmark quantity on the smart epidemic prevention material management information system. For medical institutions, the epidemic has caused that it is not easy to meet the challenges of insufficient supply, the need to comply with the requirements of local authorities, and the lack of storage space in the hospital. It is not easy how to quickly reach a consensus within the hospital in the short term, to have a common goal, to increase storage capacity, and to reduce the risk of shortage of materials. In this study, using the OGSM method, in a simple, clear and specific way, the final goal (Objective), specific goals (Goal), executable strategy (Strategy), and strategy measure (Measure), to shorten the communication between the top and bottom in the hospital and the discussion between parallels; to omit the promotion of the entire project in the past, which was dozens of pages thick, and replace it with a simple, clear and clear plan. By regularly reporting the storage capacity of personal epidemic prevention materials from all units in the hospital, and presenting 129 one-page schedules to the director group, a lot of valuable time such as oral explanations and meeting presentations can be saved, and all units in the hospital. The colleagues in Hospital can devote themselves to epidemic prevention work.
