This study explored how social worker unions respond to labor disputes by conducting in-depth interviews of eight union staff members. The findings indicate that unions face several challenges when addressing labor disputes, including conflicting professional values, privatization of welfare services, and navigating the complex regulatory framework of labor laws. To address these challenges, unions have adopted a strategic approach that emphasizes“problem-solving”and“collective empowerment,”dispelling the stereotype that professional unions are ineffective and highlighting their adaptability beyond the confines of labor laws. However, the implementation of these strategies presents new challenges, particularly when seeking support from social workers, organizations, and the government. Finally, the study discussed four key issues related to the unions’strategic experiences and proposed suggestions regarding labor knowledge and future development strategies for unions. |
