The family-centered and community-based policy has been the foundation of Taiwan’s social welfare policies aimed to strengthen family support functions. Adult protection social work is a crucial field for implementing this policy. As the existing Adult Protection Case Assessment Form still resorts to a victim-centered perspective, this study organized three focus groups to discuss revisions for the form by inviting practitioners and aimed at realizing the family-centered policy concept. On the basis of the research results, this study summarized four key points for revisions: (1) revise“Assessment of the Basic Situation of the Victim, Opposite Party, and Case Family”to“Basic Situation Assessment of Case Family”in order to incorporate a family ecosystem perspectives in case evaluation; (2) revise“Assessment of Victim Abuse Situation”to“Violence Incident Assessment”in order to ensure that assessments of domestic violence incidents are grounded in the family contexts and systems; (3) revise“Assessment of Victim Needs and Resources”to“Assessment of Victim/Family Needs and Resources”in order to reinforce the concept of ecosystem perspectives and family system assessments and to guide social workers making concrete assessments concerning the needs and barriers/facilitators of victims, opposite parties, and the overall family, thus facilitating subsequent introduction of community resources; and (4) focus on victim/family service objectives and plans to effectively establish and integrate a family-centered information system in order to aid social workers in implementing family intervention programs. |
