Proposal on Promoting Bicycle Commuting

2050淨零轉型是全世界的目標，臺灣將推動能源、產業、生活、社會等四大轉型策略，其中在推動淨零生活，希望以建立友善的自行車騎乘環境，無縫串連自行車道，吸引民眾使用自行車通勤，減少私人運具的使用，逐漸朝向淨零生活目標邁進。依據交通部統計處中華民國107年「自行車使用狀況調查摘要分析」，國內12歲以上民眾經常騎自行車人口約為511萬人，以通勤學為最主要活動型態者約有120萬人(約佔21.1%)，基此對於自行車的生活與通勤使用尚有可加以提升之空間。自行車通勤以「北部地區」59萬人所占比例最多，故優先針對雙北之自行車通勤使用進行市區自行車路線發展現況與面臨問題加以蒐集，並進行自行車通勤路線規劃與策略推動研議，期能優化自行車通勤環境，促進自行車通勤之使用。

The 2050 net-zero transition is the goal of the world. Taiwan will promote four major transformation strategies such as energy, industry, life, and society, among which it is promoting a net-zero life, hoping to establish a friendly bicycle riding environment, seamlessly connect bicycle lanes, attract people to use bicycles to commute, reduce the use of private transportation equipment, and gradually move towards the goal of a net-zero life. According to the summary analysis of the 107-year survey on bicycle use in the Republic of China by the Statistics Department of the Ministry of Communications, the population of people over 12 years old on the island who regularly ride bicycles is about 5.11 million, and about 1.2 million (about 21.1%) use commuting as the main activity type, so there is still room for improvement in the life and commuting use of bicycles. With the largest proportion of 590,000 people in the ''Northern Region'', priority is given to collecting the development status and problems of urban cycling routes for bicycle commuting between Taipei and New Taipei City, and conducting bicycle commuting route planning and strategy promotion discussions, hoping to optimize the bicycle commuting environment to promote the use of bicycle commuting.
