中小學教育指標建構之研究

Developing a System of Elementary and Secondary Education Indicators

本研究旨在透過國內外相關文獻之分析，參酌各主要國家建立中小學教育指標的經驗，並考量我國教育制度與現況之獨特性，建立我國中小學教育之「全國性」教育指標，提供中小學教育品質評鑑的重要資訊，並作為教育決策之參考。本研究以背景─輸入─過程─輸出之架構，採用文獻分析、德懷術、專家座談等方法，依次進行我國中小學教育目標與內涵之分析、教育指標概念模式之發展、指標項目草案之建構、專家德懷術之實施、專家諮詢會議等，以形成中小學教育指標系統。本研究依指標之重要性與可行性，共發展出39項之主要及次要指標項目和21項之參考指標，可依據需求及相關條件狀況，甄酌增減應用。另外，並就教育指標之需要，分析國內目前可供參考之資料及需要之統計量數。

The purposes of this study were to explore the nature and content of education indicators and to develop a system of elementary and secondary education indicators. Based on the frequently─used Context─Input─Process─Product（CIPP）model， this study employed various methods including literature review and the Delphi──techniques to construct a system of elementary and secondary education indicators. Twelve professionals were involved in the Delphi─techniques to evaluate the importance and feasibility of indicators for three times. Based on the results of the Delphi─techniques， 60 indicators with three different importance levels were developed. The statistical measures need for the education indicators were also analyzed.
