Implementing an Intelligent Network for Improving Safety Management in Centralized COVID-19 Vaccination for Health-Care Workers

疫苗接種是防治感染症最具效益之公衛預防措施，本院員工疫苗集中接種經驗僅每年的流感疫苗接種。原有作業模式無法因應新冠肺炎疫苗複雜的接種作業。於2021年01月27日組成跨領域團隊的「新冠疫苗接種推動小組」，在現有HIS系統建置跨四大作業機能串聯的員工新冠疫苗接種資訊系統，新增21項資訊功能，刪除4項人工作業；並運用閉環管理完善無紙化接種作業，藉由資訊系統把關複雜的作業程序及接種資料同步存病歷，使不同品牌四劑的疫苗接種作業達零異常率、接種紀錄完整率達100%的專案目標；並將此成功經驗推展至員工流感疫苗接種作業。

Vaccination is the most effective public health preventive measure against infectious diseases. However, centralized vaccination programs for health-care workers (HCWs) have traditionally focused solely on annual influenza campaigns. The existing vaccination operation model at our hospital was determined to be unsuitable for the complexities of COVID-19 vaccination; to resolve this problem, we established an interdisciplinary team, called the COVID-19 Vaccination Initiative Committee on January 27, 2021. This committee developed astaff vaccination information system integrated into the hospital’s existing health information system. The system encompasses 4key operational areas, introduces 21 new functions, and eliminates 4manual tasks. Through closed-loop management, the system digitizes the vaccination process—aligning operational procedures and synchronizing vaccination data with medical records. We determined that the system has achieved azero-abnormality rate and ensured complete records for four doses of different COVID-19 vaccines brands .Accordingly, we plan to extend this successful experience to the hospital’s annual influenza vaccination program for HCWs.
