本文作為國內少數研究參眾議員涉台立法行為的論文,聚焦在川普至拜登政府時期下的國會進行資料蒐集。有幾點發現,首先是從川普到拜登政府,參眾議員抗中挺台的力道不減反增。又從參眾議員提案、發言與訪台觀之,參議員比眾議員稍微積極,共和黨議員比民主黨議員也稍微積極。不過整體而言,抗中挺台是參眾議員彼此之間少數能夠凝聚共識的主題。此外,筆者也發現很難從參眾議員口中直接聽到運用台灣作為抗中代理人的這個戰略說法,不過這不代表參眾議員的論述不帶有「保衛台灣等於保衛美國」的連結,而如此說法在參眾議員的提案與談話中,常常可以看見。另外,比較有趣的是,會直接提到台灣是美國抗中代理人者,反而是反對此一戰略的群體,他們反對美中衝突,往往也不認為美國需要為了挺台灣而與中國直接衝突。 This paper examines the support for Taiwan in the U.S. Congress during the Trump and Biden Administration. By analyzing congressional speeches, legislation, and visits, I find that the intensity of bipartisan support for Taiwan has increased rather than decreased. Senators are more active than House members in advocating for Taiwan, and Republicans are slightly more active than Democrats. However, overall, supporting Taiwan is a topic that can unite both the Senate and the House of Representatives. Additionally, it is difficult to hear directly from lawmakers that Taiwan is a proxy for the United States in opposing China. However, the research finds that many lawmakers often suggest that safeguarding Taiwan also means safeguarding America, which is reflected in their proposals and discussions. Ironically, some lawmakers who oppose Taiwan being regarded as a U.S. proxy have often argued against the United States engaging in direct conflict with China. |
