Taiwan recently established the Taiwan Transportation Safety Board (TTSB) in August, 2019. In maritime investigation, having an investigator who executes his duties well during good and bad times is essential. In addition to relying on acquired training for their knowledge, ability, and experience, it is crucial that the recruitment system be perfected prior to the appointing of investigators. However, the Maritime and Port Bureau's (MPB) original marine administrative investigator did not meet the required qualifications. At present, the TTSB should be able to eliminate the difficulties of MPB employment. With this, they can achieve the goal of supplementing administrative investigations with maritime safety investigations. Additionally, they can also prevent the recurrence of similar cases. This article uses literature reviews, list international standards, a compare and analyze the methods of recruitment and training systems of safety investigators in other countries. Moreover, it proposes a 333 construction plan and other substantive suggestions for the training, appointment, and promotion of TTSB's marine safety investigation officers. Furthermore, it contributes to the future of Taiwan's overall marine investigation affairs. |
