新加坡的嬰幼兒教保津貼政策,主要是從兒童教育與保育的雙向需求觀點進行規畫,由政府提供育兒家庭相關的支持經費。新加坡政府在嬰幼兒教保津貼的規劃上,共有三項政策計畫,分別為:幼稚園經濟援助計畫(Kindergarten Fee Assistance Scheme)、嬰幼兒托育津貼(Childcare Subsidy)、嬰兒花紅津貼政策(Baby Bonus)。本文主要在探討新加坡的嬰幼兒教保津貼政策制度,並且針對新加坡嬰兒花紅政策進行解析,探討其政策規範與實施要點,分析其政策內容與執行方式,以期望能提供幼兒教保政策與實務之相關借鏡與參酌。本文之代結語,包括:一、高額的教保津貼補助,難以直接影響總生育率;二、嬰幼兒是教保津貼的主要受益核心對象;三、政府經費編列可以預編,不需要立即支出經費;四、新加坡嬰兒教保津貼是家庭政策整體配套措施之一;五、新加坡嬰幼兒教保津貼,足以支付學前教育的所有學費。六、新加坡嬰幼兒教保津貼政策對臺灣政策制定的建議與啟示。
英文摘要
Singapore's child Edu-Care Subsidy policy is mainly planned from the perspective of the two-way needs of children's education and care, and the government provides support funds related to child care families. The Singapore government has three policies and plans in the planning of child Edu-Care Subsidy, namely, Kindergarten Fee Assistance Scheme, Childcare Subsidy and Baby Bonus Policy. This paper mainly discusses Singapore's child Edu-Care Subsidy policy system, analyzes Singapore's baby bonus policy, discusses its policy norms and implementation points, analyzes its policy contents and implementation methods. Based on the above-mentioned discussions on the policy in Singapore, the following views are put forward as the conclusion of this paper, in order to provide reference for the child Edu-Care policy and practice.1. The high child Edu-Care subsidies are difficult to directly affect the total fertility rate.2. Children are the main beneficiaries of the education and social security allowance.3. Government funds can be prepared in advance, without immediate expenditure.4. Singapore's child Edu Care Subsidy policy is one of the overall supporting measures of the family policy.5. Singapore child Edu Care Subsidy policy is sufficient to cover all tuition fees for pre-school education.6. Suggestions and enlightenment of Singapore's child Edu-Care Subsidy policy on Taiwan's policy formulation.
