中國大陸「一帶一路」倡議──地緣政治之思考

The Geopolitical Perspective of The Belt and Road Initiative

中國在2013年提出「一帶一路」倡議之構想後，就其是否為地緣政治戰略，在東西方世界中引發了論辯。西方指責中國欲藉此一涵蓋歐亞非大陸的基礎建設計畫遂行地緣政治目的，欲擴張勢力範圍以抗衡當今世界霸主美國在太平洋上的勢力；而中方則是堅決否認「一帶一路」與地緣政治或地緣戰略有所關聯。本文擬先檢視傳統地緣政治理論，再對「一帶一路」倡議與地緣政治之關聯做出闡述，比較東西方說法，繼而推導出結論。

After the President of PRC Xi Jing Ping proposed The Belt and Road Initiative in 2013, whether it is a geopolitical strategy leaded to massive discussion worldwide. The West accused China of using this infrastructure plan to attain its geopolitical purpose, while the Chinese argues that the Initiative has nothing to do with geopolitics or geostrategy. First of all, the article will expand on the traditional geopolitical theories, then discuss the correlation between The Belt and Road Initiative and geopolitics from the perspective of the West and the East.
