日治初期法屬印度支那調查（1896-1919）──以《臺灣日日新報》、《臺灣時報》為例

印度支那是法國在中南半島上建立的殖民聯邦政府，在第一次世界大戰期間，日本因防範德國入侵亞洲而開始關注該地。甲午戰爭之後，日本取得臺灣，為了借鑒他國的殖民地管理以及熱帶地區相關的知識，臺灣總督府便展開對南洋地區的調查，而印度支那地區也包含在其中。本文討論的面相有三，一是日本躍升帝國行列後，在亞洲地區的國際外交處境，尤其是日本在甲午戰爭、日俄戰爭取得勝利後，駐印度支那之法國總督也開始戒備日本帝國。二是產業方面的調查，在初期的南進過程中，臺灣總督府不但派遣相關人員前往當地調查，也透過參加博覽會來了解其他熱帶殖民地的產業，並從中比較了解臺灣產業的競爭力，與其他創新的可能性。三則是殖民地管理的方式，臺灣位處亞熱帶地區再加上風俗民情與日本差異甚大，為尋求合適的統治方針，臺灣總督府也派遣專員至印度支那，考察教育、土地、稅收等管理辦法。最後，本文研究的時間區段為官房調查課成立之前，因此僅能以《臺灣日日新報》以及《臺灣時報》來考究當時的調查情形。

The second is the investigation of the industry, In the early of Japan's south forward policy, Taiwan Soutokufu not only sent relevant personnel to the local to investigate, But also learn about the industries of other tropical colonies by attending the fair. And compare the other tropical colony to know competitiveness of Taiwan's industries and the possibility of other innovations. The third is the way of colonial management, Taiwan is located in the subtropical region, and the customs and customs are very different from Japan. In order to find a suitable ruling policy, the Taiwan Soutokufu also sent commissioners to Indochina to investigate the management methods of education, land, and taxation. Finally, the time period studied in this paper is before the establishment of the official housing investigation section, so only the “Taiwan Daily News” and “Taiwan JIHO” can be used to study the investigation situation at that time.
