This article summarizes and examines the implementation and application of the Act for Worker Protection of Mass Redundancy through domestic and foreign literature, research, and analysis of official quantified data, through mass dismissal incidents from 2012 to 2019, we can understand the follow-up career development process and re-employment situation of laborers. In this study, we compile and compare the observations, practical experience, views of international organizations, major countries on the relevant laws and regulations about mass dismissal of laborers and re-employment issues. In addition, the relevant data of domestic mass dismissal official databases are connected with series and cross-checked. After processing, narrative statistical analysis is used to quantify the characteristics of a large number of dismissed laborers and the key factors which affected subsequent career development and provide appropriate explanations. We also review and summarize the views and experience when the domestic mass layoffs have launched, as the domestic legal system related to mass dismissal, including the bottlenecks, challenges, and resources required for the subsequent re-employment, for example, employment services, vocational training, to facilitate follow-up development planning, the background, and reference of amendment suggestions. |
