Offshore wind power is an important goal of the government's green energy developments. Considering the offshore operations involve many complicate concepts, offshore operators' safety, risk assessment and emergency rescue become the most important issues. Regarding to every type of industries have to hire the occupational safety and health personnel by domestic legislation, especially offshore wind industry is the emerging industry, the knowledges and skills of occupational safety and health management in offshore wind industry is inquired and necessary to accelerate the offshore practitioners become professional specialist with safety awareness. This research refers the steps and instructions of Integrated Competency and Application Platform (iCAP) from Ministry of Labor to develop the course and uses 2 models to completed the competency-based course: 1.following IPO model to build the competency model of "Hazard identification, risk assessment and risk control of offshore wind operations", and 2.following ADDIE model to complete the competency-based course, which includes restructuring the competency content, planning the course map, designing the course objectives, selecting the teaching methods, preparing the material and resources, and design the evaluation scheme. |
