As an organization of the CPC (the Communist Party of China) embedded in the court, the leading Party members' group dominates the operation of the court. With the evolution of the CPC's lead-ership system, the leading Party members' group has undergone a series of adjustments, and has as-sumed different organizational forms. Through the technical mechanisms such as 'the CPC-led cadres', 'request and reports', 'agenda setting' and 'political mobilization', the leading Party members' group has achieved effective mobilization and integrated supervision of the operation of the court. Under the leading Party members' group system, the operation of the court is affected by the CPC's ideology and operating mechanism, and there is a danger of imbalance in the relationship between the leadership of the leading Party members' group and the independent operation of the court. Therefore, the long term de-velopment of this system requires the formation of a structural balance between the political leadership of the leading Party members' group and routine operation of the judiciary, to continuously promote the due process and standardization of its operation. |
