歐洲工業遺產保護政策的經驗及對瀋陽的啟示

Experience of European Industrial Heritage Protection Policy and Its Enlightenment to Shenyang

近些年來，隨著城市化進程的發展，工業遺產的保護成為政府普遍關注的話題。在20世紀60年代初，歐洲國家就開始研究工業遺產問題，目前已經形成了比較完善的法律法規和健全的保護體系。瀋陽工業遺產豐富，歷史悠久。但對工業遺產的研究起步較晚，尤其是在工業遺產保護政策的研究方面有所欠缺，具體表現在系統的理論體系尚未形成，法律法規的不完善，研究內容比較零散等問題。本文以工業遺產保護政策理論為研究基礎，借鑒德國、法國和英國的工業遺產保護的成功經驗，分析瀋陽工業遺產保護政策的不足之處，並提出解決建議。

In recent years, with the development of urbanization, the protection of industrial heritage has become a topic of general concern by the government. In the early 1960s,European countries began to study industrial heritage issues, it has formed a relatively perfect law and protection system. Shenyang has rich industrial heritage and a long history, but the research on industrial heritage started relatively late, especially the research on industrial heritage protection policy is lacking, which is manifested in the systematic theoretical system has not been formed, the laws and regulations are not perfect, the research content is scattered and other problems. Based on the theory of industrial heritage protection policy, this paper will draw lessons from the successful experience of Industrial heritage protection in Germany, France and Britain, analyze the shortcomings of Shenyang industrial heritage protection policy, and put forward solutions.
