Taiwan’s long-term care policy emphasizes three core concepts: “people-oriented”, “community-based” and “continuity care”. How to develop long-term care service delivery systems is an urgent issue. In 2018, the Hondao Senior Citizen’s Welfare Foundation opened an innovative service “CHI-LE-CHU” to resolve the service delivery issue caused by inconvenient transportation and lack of resources in Dongshi, Chiayi. This research used in-depth interviewing and participant observation research methods. The main purpose of the study is to explore the “CHI-LE-CHU” program based on the five elements of innovation and diffusion theory. This study found that within the five innovation elements, “CHI-LE-CHU” has high relative advantage, a high degree of compatibility, high trial ability and observation, as well as very low complexity. “CHI-LE-CHU” meets the innovative elements and has the ability to spread innovation. |
