歐美食品安全制度，對臺灣的借鏡分析研究

Analysis of the Infection of European and American Food Safety System Model to Taiwan

臺灣的立法者近年來引進了風險管理機制、預防原則、源頭管理制度和預警措施等諸多歐美先進國家的食品安全監管制度入法。不過，可惜的是，現行臺灣食品監管法制多數措施雖然繼受自歐美，但是諸多的監管制度卻多只援引半套，仍有不少是值得臺灣借鑑之處尚未能入法，殊值可惜。本文在文中提出了幾項歐美食品安全法制是值得臺灣借鏡的建議，希望立法者在未來修法時，能夠盡力把其補足，讓人民能夠享有與歐美相同的制度性保護。

"In recent years, Taiwanese legislators have introduced risk management mechanisms, principle of prevention, source management systems, early warning measures, and many other food regulatory systems from Europe and the United States into Taiwan’s legal system. However, there are still many things that are worthy of Taiwan’s reference to fail to enter the law. It is a pity. In this paper, several European and American legislations in relation to food safety are proposed to be worthy of Taiwan’s borrowing. I hope that the legislators will try their best to make up for the next time, so that the people can enjoy the same institutional protection as Europe and the United States, so that Taiwan can get rid of food safety incidents."
