目前的日本以及台灣的大學教育中,正視安全保障相關議題,自東西冷戦結束之後的1990年代以後幾乎少之又少。於是,關於媒體素養之既定分析框架或思想前提,用之於處理當今新出現的顯著問題的效益,的確令人存疑。僅就沿用先前的研究視點而進行論述問題,並非適切的處理方式。所謂的新出現的顯著問題,就是指發生於2010年代初期根本無法想像的利用網路APP應用程式將個人的個資提供給特定的國家使用之類似問題。當今發生個人、組織、企業等私領域而至社會、民族、國家等公領域所有的公私領域的資訊安全保護成為個層面的棘手問題,應該被視為21世紀的新社會性危機。整體層面的組織當作今後之課題。當下則先著眼問題嚴重之處,應用資訊分析技術於分析個別問題,從中思考釐清出認清媒體素養新領域之方法。 Since the end of the Cold War in the 1990s, security issues have rarely been addressed head-on in university education in Japan and Taiwan. Therefore, it cannot be said that the existing analytical frames and ideological assumptions about media literacy are valid in the context of the newly emerged issues, and it is not appropriate to address the issues solely from the perspective of some prior research. A new problem is one that could not have occurred until the early 2010s, such as the fact that all personal usage information of the Internet applications we use is being provided to a specific nation. Information security has become a problem in various aspects in all dimensions, from the private level of individuals, organizations, and companies to the public level of societies, ethnic groups, and nations, and it needs to be recognized as a new social crisis of the 21st century. The creation of an overall framework is a task for the future, and for now I would like to start with the manifestations, take up individual problems, and consider how to apply information technology to understand the nature of information as a new field of media literacy. |
