日本第四十二屆眾議院選舉研析

An Analysis of Japan's 2000 Diet Election

日本的選舉制度，歷經大選舉區制、小選舉區制、中選舉區制等反覆的體驗，而今雖由國會通過用「小選舉區比例代表並立制」，但是並非代表此一制度已經全無缺陷。由於此次二○○○年第四十二屆眾議院選舉是實施新制以來才第二次的選舉，不僅制度本身仍有待改進之處，執行方面亦因不熟練而錯誤頻傳。本文試就列出比較上一次選舉改變之處，並檢討其改變是否達到日本的民意要求，以作為我國修改選舉制度之參考。

Having experimented with electoral districts of various sizes, the Japanese Diet finally adopted the 'small-district proportional-representation' system during the 1996 election. This electoral system was implemented for the second time in 2000, albeit with some modifications. This paper discusses the changes and evaluates whether they met the Japanese public's expectations for improvement.
