「教育公平」向為臺灣高等教育政策關注之焦點, 為能實現教育機會均等之理念及發揮教育促進社會階層流動之正向功能,政府乃針對大學入學制度採取若干優惠政策,希望可以藉此扶助更多弱勢學生進入大學就讀。然依據相關文獻顯示,此等大學入學優惠政策亦引來部分檢討聲浪。就此,本研究採取文件分析及訪談等研究方法,除就弱勢學生入學大學優惠政策之相關法制規範進行分析,並進一步了解高中教學現場針對經濟弱勢學生進入大學就學前的具體協助措施。研究發現,目前有關原住民(族)學生及地域弱勢學生入學優惠政策之法制規範尚稱完備,惟經濟弱勢學生則處於相對欠缺政策關注、輔導資訊偏重直接升學、就業輔導資訊不足等多重不利地位。另外,在學生進入大學前,高中教學現場的導師扮演給予經濟弱勢學生適性協助的重要角色。最後,本研究建議教育主管機關對於經濟弱勢學生進入大學前的協助措施,應朝向多元進路的適性發展方向進行相關制度設計,且可建立協助弱勢學生入學前協助措施之跨校性資訊平台,以使各校及教師間達到經驗分享及相互學習之正向效果。
英文摘要
“Educational equity” is always the focus of higher education policy development in Taiwan. In order to realize equal educational opportunities and to promote the facilitative role of education in social mobility, the government has developed various college preferential admissions policies, expecting to help more disadvantaged students enter colleges. However, related research literature shows that there remains room for improvement. Through document analysis and interview, this study focused on legal analysis of college preferential admissions policies for disadvantaged students. It also examined the specific assistance provided for economically disadvantaged students in high school. By integrating related research results, this study found that current policies for aboriginal students and students tackling geographically disadvantage are quite complete. In contrast, economically disadvantaged students did not receive enough attention in relation to college preferential admissions policies. Additionally, most information they received focused on the academic track; thus, there were not sufficient information on employment counseling. Before economically disadvantaged students entered college, their homeroom teachers in high school played an important role helping them to find their ways. To sum up, this study made suggestions for educational authority in relation to specific assistance that could be provided for economically disadvantaged students before college admission. Future policy making should head for providing different kinds of assistance. Related websites could be established to help homeroom teachers in high school so that they would understand better how to assist their students.
