This study investigates local educational leadership, organizational effectiveness of local educational authority and their relations. The idea of transformational leadership is used as the theoretic framework for local educational leadership including shaping local educational vision, developing people, restructuring organizational operation and managing programs.In terms of organization effectiveness of local educational authority this paper uses the input-process-outcome model which consists of the sensibility of environment, the integration of resource and the implementation of goals. Utilizing the method of questionnaire survey this study collects 376 valid samples from primary and secondary school teachers, administrators, principals and administrators of local educational authorities including deputy superintendents, section chiefs, and supervisors.Data are used to do statistical analysis to answer research questions.This study finds out that shaping local educational vision which is one of the elements of local educational leadership has the highest perception of the participants. In terms of organizational effectiveness, the dimension of the sensibility of environment has the highest perception in local organizational effectiveness. There are significant differences in the perceptions of different positions in local educational leadership and organizational effectiveness. There also has statistically positive relationship between local educational leadership and organizational effectiveness of local educational authorities. Finally, if the local educational authorities focus more on developing people and restructuring organizational operation, their effectiveness would be increased. |
