Principal renewal evaluation which is related to principal’s career development and school development is an important issue. Evaluation is educational governance and decision making which filled up various judgments of value. In order to let principal and school got benefits from the outcome of evaluation, conducting the justice in evaluation in practice was worth considering. Therefore the study based upon three critical questions, pointed out some important themes which related to principal renewal evaluation. The mechanisms and problems of principal schoolrunning performance evaluation for elementary and junior high schools in some cities in Taiwan were also discussed. According to the theory of justice and CIPP evaluation model, some concepts of justice in evaluation which are suitable for principal renewal evaluation were clarified. The meaning and content of these concepts were analyzed. In addition, eleven viewpoints of justice related to educational evaluation were pointed out. A procedural frame of justice in educational evaluation which composed of input stage, process stage, output stage as well as environmental part, was illustrated. Finally thirty eight assessing indicators were showed to examine the degree of justice in principal renewal evaluation. |
