再構臺灣中等技職教育未來發展之策略定位

我國於2015年公布施行「技術及職業教育法」,此為我國技職教育發展帶向新的里程碑。本文將透過文獻探討的方式,先探討「技術及職業教育法」立法歷程與重點,接著分析各先進國家推動技職教育的重點,提出我國未來在中等教育階段推動技職教育之具體策略,期能將研究結果做為中央或其他地方政府未來在擬訂中等技職教育相關政策時之參考。
研究分析發現,因應「技術及職業教育法」公布施行後之策略,可先以建立「試探―準備―繼續」三階段教育作為核心架構,並以(一)拓展技職教育經費來源,促進公私立技職學校資源合理配置、(二)加強推動產學合作,培育務實致用技職人才、(三)暢通合理且適性之升學管道,因應產業未來發展趨勢調整學校類科、(四)發展職業試探教育,建立學生正確職涯觀念、(五)職業教育與訓練結合,建立終身技職教育體系,共5項策略作為推動重點。
英文摘要
In 2015, Taiwan announced and then implemented the Technical and Vocational Education (TVE) Act, which is a milestone for Taiwan’s technical and vocational education. After surveying much of the relevant research in this area, this article reviews the legislative procedures and laws pertaining to the TVE Act, and then analyzes the TVE in other countries which have implemented similar programs. Additionally, this article proposes progressive strategies for promoting TVE in secondary education and aims to serve as a reference for mapping out relevant policies regarding TVE in middle schools for both the central and local government.)
In response to these progressive strategies, the TVE Act has established a three-fold core as its framework—inform, prepare, implement and continue. Additional features of this program are: 1) expand the channels of the budget for the TVE and bring about the reasonable resource allocation between public and private schools, 2) enhance the cooperation between the industry and the vocational training to meet industrial needs, 3) establish proper and adaptive ways of school entrances and school courses in accordance with the industrial developments, 4) develop career information education, providing career concepts for students, 5) combine TVE with ongoing training in order to foster lifelong learning. These five strategies are at the core of the aforesaid policy.
