Can Medicine and medical equipment be sell online?

X君以代購為業，一日網友詢問是否能代購A藥與B繃帶，若X君接受請求，並在自己的網拍頁面增添代購說明，是否具法律上的責任？網路時代交易便利，代買工作也隨之盛行，但網路代買代購請務必注意：部落客們推薦的藥品，在台灣可能因未經核准而屬於藥事法所稱的「禁藥」。利用網路平台張貼這些藥品資訊，並表示願意代為購買，不論是否真有人購買，都可能符合了藥事法第83條第1項「意圖販賣而陳列」的要件，而觸犯了藥事法的規定。

The X is a purchasing broker. Somebody asked him for the purchasing of the medicine A and the bondage B. Does the X have any legal responsibility, if he accepts this case and sets up any information about the purchasing on his website? Because of the convenience of the online trading, the purchasing becomes more popular. Nevertheless, who purchases online must be caution that some medicine, which are recommended by bloggers, might be prohibited drugs according to the Pharmaceutical Affairs Law. They are not being approved in Taiwan. Setting up the information about these medicine and expressing the willing of the purchasing might be the element of “will to sell and display” according to the paragraph 83 section 1 Pharmaceutical Affairs Law and be against it as the result.
