The popularity of mobile network and smart mobile devices has resulted in the emergence of online platforms as well as the business opportunity of automotive sharing economy. However, the allotment authority of transportation resources usually resides in government. The profit-making model of platforms and the vehicles and drivers involved often violate Taiwan’s existing regulations. This article, based on the changes in Taiwan’s bus transportation services and US law, attempted to find a solution to adjust regulations of automotive carrier industry. While accepting the differences between emerging carrier industry and traditional taxi transportation, this article aims to reduce conflicts, strike a balance among relevant parties and propose a potential regulatory framework to automotive industry.
