臺灣社會企業的現狀與挑戰：兼論英、美的發展經驗   全文下載

The Situation and Challenge of Social Enterprise in Taiwan: The Experiences of the United Kingdom and the United States

本研究旨在透過分析歐、美對於社會企業定義與範圍界定的差異，以及社會企業的發展經驗，探討當社會企業運用在臺灣時可能會產生的情況與問題，並透過文獻檢閱及二手資料分析等方法，進一步瞭解社會企業在歐、美及臺灣三地的現況，期望藉此提供臺灣社會企業在未來界定與發展上，有更明確的方向。
研究發現，臺灣社會企業的發展其實是融合了歐、美途徑，但在組織型態及範圍定義上仍存有很大的討論空間，雖然在目前行政院所提出的「社會行動方案」中針對社會企業的範圍和定義都有進一步說明，但缺乏相關法規的配套，降低了對社會企業的規範與適用度。與英、美社會企業的發展模式雷同，臺灣的社會企業也是以非營利組織類社會企業與營利事業的社會企業兩類為主，然而兩者卻面臨不同挑戰。對於非營利組織類社會企業而言，除強化社會企業在市場上的競爭力外，在組織外另外成立營利型的社會企業，或許是一可行途徑；對於營利事業型的社會企業而言，如何衡量經濟目的與社會目的之比重，而不影響社會企業成立的初衷，則是此類型的社會企業需要留意之處。

The main objectives of this study are to analyze the differences of social enterprise’s scope and definition between the United States and Europe, and discuss the situation and problems when it put into practice in Taiwan. Therefore, understanding the various circumstances in different countries is the best method to offer Taiwan a better way both in theory and practice.
The results found the development of social enterprise in Taiwan integrate the experience in the United States and Europe, however, there still has a room for discussion in terms of scope and organization’s type. For the better development of organization itself, we highly recommend choice a clear orientation of organization’s type, and exclude the enterprises which just emphasize “Corporate Social Responsibility” but do nothing to benefit the community, and the nonprofit organizations which cannot support themselves by business revenue from social enterprise’s scope.
