Many researchers take a very optimistic view about public affairs contract-out. They think the dilemma in local governments and communities can be solved by trust and sense of community from contract-out mechanism. However, contract-out relationship after all is a principal-agent relationship and it has been proved very questionable by many empirical failure cases. Nevertheless, there is no study mentioned failure cases about moral and ethical difference between government and agents. Therefore, using local governmental animal protection experience as the illustrations, I explain that besides mainstream research approach like trust theory and agent theory, there is another theory called morality policy theory can be used to analysis animal protection contract-out affairs. Through that, we can extend multiple contract-out feasible theories and make some recommendations for policy practices. |
