Education is the root of a country. Although many effort has been invested in educational policies over recent years, various factors like the constraints of educational system, educational environment, mentality of educators, and social concepts all play a role in making education reform policy less favorable in the eyes of the public. Moreover, as a result of low birth rate, the society expects to see better integration and usage of idle campus space. Through boundary-spanning management, the government can expand the diversification of school development, improve the quality of education, and thereby eradicate the common misconception that education seldom changes. The aim of this study is to analyze the problems faced by Taipei City Government's idle campus space activation policy from the perspective of boundary-spanning management. These problems are examined and coping strategies are compiled through literature analysis, interview, SWOT analysis, TOWS analysis, and strategic fishbone diagram analysis. Six feasible policy suggestions are made as a conclusion of this study to make better use of idle campus space and promote the diversification of education development. |
