後ECFA時代兩岸投資合作之前景

Investment Cooperation between the Cross Straits in the Post-ECFA Era

本文藉台、日投資合作之進展檢視兩岸進行制度性投資合作，即締結「兩岸雙邊投資協議」之前景觀察。此外，本文針對兩岸投資合作之必要性、兩岸投資合作之模式及兩岸投資合作之影響進行分析。本文並針對ECFA中投資保障機制、投資透明度、減少投資限制及投資便利化四大領域進行內容之建議，以作為兩岸主政者之參考。ECFA之誕生與未來「兩岸雙邊投資協議」、兩岸FTA之締結代表兩岸投資合作與貿易已朝向正常化與制度化發展，並往東亞區域經濟整合與合作邁進一大步。 Institutionalized investment cooperation between the cross straits, the Cross Straits Bilateral Investment Agreement, is evaluated by referencing Taiwan and Japan's investment cooperation progress. Moreover, investment cooperation's necessities, models, and influences among the cross straits are also analyzed. The content of four areas mentioned in ECFA, investment protection mechanism, investment transparency, limiting investment restrictions, and investment convenience, are suggested for both sides' policy makers in this article. ECFA and the signing of Cross Straits Bilateral Investment Agreement and FTA in the future mark normalized and institutionalized progress of investment and trade cooperation among the cross straits. Also, a greater step is headed to Eastern Asia's regional economic integration.
