2016年5月，民進黨的蔡英文上台執政後，兩岸民眾交流陷入僵局。由於兩岸關係緊張，2017年中國大陸來台人數減少至269.6萬人，較2015年的414.4萬人減少約35%。然而，若以兩岸為中心來觀察台灣的民眾交流，便可發現在中國增強各種壓力的情況下，台灣的兩岸人民交流呈現多元樣貌。首先，赴金門的中國遊客增加，以及取得學位為目的來台之中國大陸留學生人數有增長的趨勢。再者，2017年以後，台灣赴中國大陸就讀大學的學生也持續增長。由此可見，中國加強對台灣青年族群的政策措施，促使台灣人到中國留學、就業，對蔡英文政府施加壓力。另一方面，蔡英文總統推動的「新南向政策」效果浮現，從東南亞來到台灣的觀光客、留學生明顯增加，可以說是一定程度彌補了中國大陸來台人數減少的情形。關於台灣的兩岸與國際人民交流，中台雙方政府各自提出民眾交流政策以互相競爭，凸顯了兩岸角力的現場持續升溫且邁向白熱化。
Since the presidential inauguration of Democratic Progressive Party’s Tsai Ing-wen in May 2016, the exchange of movement among people across the Taiwan strait came to a deadlock. The rising tension in the Taiwan-China relations caused the number of mainland Chinese tourists who visited Taiwan in 2017 has fallen to 2.696 million, down 35% from 4.144 million Chinese tourists in 2015. By observing Taiwan’s movement of people through a focus on the Cross-strait relations, the exchange of people across the strait appeared to diversify despite the increasing pressure from China. First, Kinmen county has experienced a surge of Chinese tourists and a rising trend among Chinese students to pursue their diplomas in Taiwanese universities. Furthermore, more Taiwanese students are considering Chinese universities for higher education since 2017. It is apparent that China is pressuring the Tsai administration by targeting Taiwanese youth through its policies, encouraging Taiwanese to pursue their education and careers in mainland China. On the other hand, the result of President Tsai Ing-wen’s New Southbound Policy emerges as the increasing number of South East Asian tourists and students compensates for the declining influx of mainland Chinese visitors. When it comes to the dialogue exchange among the people of Taiwan, China, and the international community, the governments across the straits compete by proposing their policies on the movement of people exchange independently; hence, it highlights the escalated rivalry in the Cross-strait relations. |
