川普執政一週年：美國的亞太政策（Trump’s First Year in Office: U.S. Policy toward the Asia-Pacific Region ）

自從2017年10月以來，川普政府即視「印太」為地緣上最具戰略重要意義的區域，而在川普於2017年11月所展開的亞洲12日五國行程中，他明確以「印太區」標誌此遼闊的區域，取代「亞太區」之傳統詞彙，此概念與以往美國歷任政府的習慣用法大相逕庭。而為確保一個「開放、自由與繁榮的印太區」的實踐，川普政府強調以法治為基礎的國際秩序，並重視印度洋與印度所扮演的角色，此一新的架構被視為替美國、日本、澳洲與印度之四國戰略合作鋪路，其潛在目的在於抑制中國的崛起。本研究的宗旨在於深入研析川普政府就任以來外交政策的基本走向以及「印太戰略」對於美國戰略利益與區域的複雜意涵，包括美中關係的走向、對於美國的聯盟體系之影響以及美國對區域威脅的因應之道等。 Since October 2017, the Trump administration has considered the Indo-Pacific region the most strategically important geographical area. Throughout Trump’s 12-day tour of five countries in November 2017, he labeled the wide region the “Indo-Pacific” instead of the more conventional “Asia-Pacific.” The use of the concept was a departure from language employed by previous administrations. In safeguarding a “free, open, and prosperous Indo-Pacific region”, Trump focuses on the rules-based international order. With a heavy emphasis on India and the Indian Ocean, the new architecture paves the way for a so-called quadrilateral strategic alliance between the U.S., Japan, Australia and India to counter the rise of China. The primary goal of the study is to assess the orientation of Trump’s foreign policy and the implications of Trump’s Indo-Pacific policy for the U.S. strategic interests and the region, such as the direction of U.S.-China relations, the impact on the U.S-led alliance system and the approach of the U.S. to cope with regional crises.
