我國作業環境監測資訊通報模式規劃之芻議

Evaluation of a Proposal in Data Reporting Profiles for Occupational Exposure Databases in Taiwan

本研究藉由文獻收集分析及業者與專家座談等，規劃我國作業環境監測資訊通報模式進行探討分析。結果發現，亞洲各國普遍要求監測之結果需向政府機關通報，通報方式及內容則因國家而略有不同；但歐美則只要求雇主要妥善保管這些紀錄，勞工（或其代理人）及政府代表有權取得及審視。在勞工作業環境監測資訊資料庫規劃及通報實務上，建議通報系統內容宜精簡以提高可行性，但仍應掌握資料庫最終應用之目的，滿足在勞工暴露監測、通報、查核及測定資料統計分析運用之需求。因此，本研究建議在現行之通報架構（格式欄位）下，修訂若干欄位，例如調整事業單位之行業分類／代碼及勞工人數、勞工之身分證字號、性別及樣品分析日期，及增加作業環境監測計畫及總結報告書檔案上傳等。另外，也建議應考量未來與化學品管理申報系統及健康檢查資料庫系統彼此支援及整合之可能性，藉以掌握勞工暴露問題及後續進行職業暴露統計分析或職業疾病預防控制。 This study aimed to provide evaluation of a proposal in data reporting profiles for national exposure data bank, based on the analysis of regulations and operational practices from various countries, and opinions collected from workshops regarding the current status in Taiwan. Generally, Asia countries (China, Japan and Korea) require reporting of monitoring data. Conversely EU (UK) and US regulations require employer to keep good record of personal monitoring data for 30-40 years, which employees (or their agents) and government representatives have the right to obtain and review. Regarding the report of exposure data, this study suggests to keep it as simple as possible to increase the feasibility while still meeting the goal of the data bank such as exposure record, data reporting required by government, audits and statistical analysis. Thus a few adjustment/addition of data field has been proposed, for example, adjustment of the current industrial division list, inclusion of the number of worker, gender, personal ID#, date of sample analysis, and a function of file uploading such as monitoring plan or final report. It was also emphasized exposure data bank should be flexible in terms of cross-linkage between the national chemical data bank and labor health surveillance data bank in order to better understanding of hazard, exposure and health risk.
