On Distributional Coalitions, Deficit Financing and the Government Dilemma

在政府與市場之間的廣闊空間中，活躍著各式各樣的利益集團，旨在最大限度獲得再分配利益的特殊利益集團，亦即分利集團，就是其中的一個重要部分，他們追求狹隘利益，並不會考慮強加某種再分配可能給全社會造成的損失。本文以奧爾森的國家興衰理論為基礎，結合政治學、歷史學的相關研究，揭示分利集團的存在及其對政府的活動如何深刻地影響到經濟增長和制度僵化，從而使政府陷入赤字財政的泥潭和囚徒困境，並從現代國家治理的層面分析了政府俘獲構成的嚴峻挑戰，以及國家自主性的重要性。 In the wide space between the government and market, perk up various interest groups, anddistributional coalitions are the most important part of them. Distributional coalitions pursue narrowsectional interests for which they dare not damaging the whole society’s interest. Based on Olson’stheories on the rise and decline of nations, this thesis tries to reveal that how distributionalcoalitions’ activities on the government influence economic growth and social rigidities, bring thegovernment into deficit financing and dilemma, and analyses the state capture’s challenge to themodern state governance and the importance of state autonomy.
