民以食為天,食品安全對於民眾而言所具有的重要性固然自不待言,然而,台灣自2008年起逐年爆發的重大食品安全風險事件,無論是範圍或程度皆呈現出越趨廣泛的現象,由此也再凸顯出台灣食安管制上的困境。除了台灣食安法自2013年起的修法歷程中,建立有「三級品管」的機制外,亦發布強制編製企業社會責任報告的規範,期待透過業者自主管理,以公私協力的模式來維護食品安全及民眾健康,對此,本文之目的即係在針對相關制度的運作提供簡介與說明。
Food is the basic need of man. There is no need to emphasize how important food safety is to people. However, serious food safety risk incidents, which are yearly exposed since 2008, have become more widespread no matter what in range and degree. And because of this, it also point out the difficulty to the control of Taiwan food safety. Therefore, except for the three-level quality management system which was formulated in the process of enacting Act Governing Food Safety and Sanitation since 2013, there is also enacted the regulations of forcing corporation to edit corporate social responsibility (CSR) report. Looking forward to using corporate self-regulation and Public Private Partnerships (PPP) to promote food safety and public health. For the purpose, this article is going to make a brief introduction and explain the operation of related regulations. |
