The Definition, Regulation and Prevention of Research Misconduct

近年來國內外違反學術倫理的案件激增，引起社會關注與主管單位之檢討改進措施。本文介紹研究不當行為於我國近年之發展與影響，介紹其定義與類型、我國近期相關規範及政策，以及作者列名原則指引；並透過研究不當行為預防策略之文獻回顧、日韓中學者對於研究不當行為系統性因素之反思，提出我國相關預防策略擬定之建議。 Research misconduct events in recent years in Taiwan and abroad have caused general public concerns and rectification measurements from the government. This paper introduces the development and impact of research misconduct, its definitions and types, the governmental regulations and policies, the guiding principles of authorship, the reflection on the East Asian cases, and the strategy of prevention. The authors argue that developing guiding principles, regulatory framework, as well as investigating and improving the systematic factors which cause research misconduct are important and helpful strategies for prevention.
