截至去年（2017 年）年底，安倍晉三內閣自第二次政權上路以來已歷經五年。若在今年秋天的自民黨總裁選舉中，實現連續三次當選連任，將有望成為日本憲政史上歷任最長的政權。安倍無論是在外交方面，還是內政方面，總在重要時刻作出大膽果斷的政治決策，並屢屢克服困難。當中可以觀察到，從過去第一次政權僅維持一年的挫敗中汲取教訓，運用獨特的政治手段，致力從人事和政策方面，維持政權並促進改革。本文將試圖從上述角度探討及檢視安倍政權在運作上的關鍵。 At the end of last year (2017), the Shinzo Abe cabinet marked five fullyears since the start of its second administration. If he is elected for a thirdterm in the election race for the leader of the Liberal Democratic Party thiscoming autumn, it will become the longest administration in the history ofJapan’s constitutional government. Abe has always overcome difficulties bymaking bold political decisions not only in diplomacy but also in the area ofinternal affairs. Taking a lesson from his first administration, which collapsedafter one year, he seems to be working on maintaining the administration andpromoting reform by making the best use of his unique political methods inthe areas of personnel and policy. This report attempts to identify andinvestigate the important aspects of how the Abe administration is run fromthis angle.
