有鑒於政府機關和學校已明訂許多的國民教育階段家長參與學校教育相關法令,賦予家長參與學校行政、學校教育事務的合法性。基此,本文旨在瞭解法制層次國民教育階段家長參與學校事務的權利內涵、性質、角色功能,及現實環境下家長參與運作之影響,進而提出家長參與學校教育事務可能的爭議及因應策略。在研究方法上,採文獻探討內容分析,除了從靜態的教育法規著手,也從動態的案例分析,以瞭解家長參與運作(與法制)可能的落差。首先,說明家長參與的意涵,及途徑;第二,分析現行法制中家長參與的權利內涵、性質,及功能;第三,瞭解家長參與的影響,及案例分析;第四,家長參與學校教育事務之爭議的因應之策;最後,提出結論與建議。
英文摘要
Evidence suggests that schools and government institutions have been setting out the legality of parental involvement during the stage of national education with a number of laws and regulations related to schools having parents participate in school administrations and educational affairs. Therefore, the purpose of this study is to understand the connotations of rights, the nature, and the function of the role of parental involvement in school affairs during the stage of national education, and real-world effects of parental involvement. This study then also aims to propose corresponding strategies when disputes over parental involvement in school affairs arise. In terms of research methods, the literature explores content analysis, starting with static education laws and dynamic case studies to understand the possible gap between parental involvement in the operation and the education laws. First, the paper will explain the meanings and ways of parental involvement.Second, it will analyze the connotation, nature, and function of the rights of parental involvement in the current legal system.Third, the impact of parental involvement and case studies will be discussed. Fourth, the paper will suggest some strategies for disputed parental involvement in school educational affairs.Finally, this paper will propose conclusions and recommendations.
