區域勞動加值之資源整合模式建立研究

The Establishment of Resource Integration Model for Value-added Regional Workforce

為促進區域發展，在地智慧化的勞動力本身必須具備合作、溝通、跨域整合、鏈結外部支援的能力，此亦為區域勞動力加值的重點。因此，社區或區域發展的領導者，必須擁有促進居民參與、整合外部支援與合作的能力，使地方能獲得且整合多元、充分的資源，將之用以推動社區營造，始有成功促成地方永續發展的可能。本文主要研究目的係為建立資源整合模式，透過文獻分析法、焦點團體座談法等研究方法，探討臺北關渡、臺南神農街商圈、無米樂等社區案例，在成功整合資源的過程中，以確認資源整合的模式及成功要素，包括：推動居民參與社區事務、合作共事的策略，以成功連結外部團體，以及整合內部與外部資源。

For the promotion of regional development, the smart people of the local labor force must havethe abilities of cooperation, communication, cross-domain integration, and linking external support. Itis one of the keypoints of adding-value workforce. Therefore, leaders of community or regional musthave the capacity to promote citizen participation and to integrate external support and cooperation,so that communities can acquire and integrate diverse and sufficient resources in order to succeed incommunity sustainability. Therefore, the main purpose of this paper is to establish a model of resourceintegration. Through the methods of literature analysis and focus group discussion, this paper exploresthe community cases of Guantu area in Taipei, Shennong Street and Jingliao community in Tainanhow to promote civic participation, cooperation, and linkage with external groups, so as to achieve thesuccess of internal and external resource integration.
